concerned has been estimated at $13,500. And, apart from

this heavy cost, the new scheme would in many cases have given its beneficiaries considerably better prospects than their seniors who are on incremental scales, the range of

which is usually limited to five years.

I propose, therefore, subject to your approval, to amend the present system, with its total maximum allowance of $36 per annum, and to authorize the grant of an allowance of $12 per annum after each completed term of three years' satisfactory service, provided that the total allowance drawn shall not exceed the officer's basic salary. The

estimated additional annual cost of this extended scheme is

$6,500.
